Emergency Operations and Service Disruption FAQs
Emergencies don’t always look the same, and conditions can change quickly. This section provides general guidance applicable to most emergency situations and explains what students and families can generally expect during events such as severe weather, power outages, or other unexpected disruptions.
Event-specific instructions and updates will always be communicated through official ËÄÉ«AV channels, including the ËÄÉ«AV Safe App (available in the and ), , , and university social media accounts.
Not every emergency will require the same response. Decisions are made based on safety, available information, and real-time conditions, guided by the University’s Emergency Operations Plan (EOP). While ËÄÉ«AV Residential Life does not independently make emergency or operational decisions, the department serves as an active participant in the university’s crisis response efforts and works closely with campus partners to support students throughout emergency events.
University personnel serving on the Crisis Response Team (CRT) often operate under the same conditions and experience the same personal impacts as our residents. We appreciate the patience, flexibility, and understanding of our campus community as teams work through rapidly changing circumstances.
Official Communication
How will students receive updates during emergencies?
Students should rely on official university communication channels, including the ËÄÉ«AV Safe App, campus-wide email, the university website, and official social media accounts. Information shared through unofficial sources or comment threads may be incomplete or inaccurate.
Is the Office of Residential Life always open during emergencies?
No. The Office of Residential Life may close due to weather conditions, unsafe travel, or university operational decisions. When offices are closed, emergency coordination continues through on-call Residential Life staff and university leadership.
Residence Hall Operations
Do residence halls close during emergencies?
In most situations, residence halls remain open and operate under established housing policies and procedures unless the university announces an official closure, evacuation, or temporary modification of residence hall operations.
Is staffing maintained?
Yes. Residential Life maintains professional and student staff coverage to the extent conditions allow, in coordination with the University Police Department and Facilities and Maintenance. Staffing levels and operational plans may be adjusted based on safety conditions and guidance from university leadership.
Utility and Service Outages
What services may be impacted during emergencies?
Emergency events may disrupt services that include, but are not limited to:
- Electricity
- Heating and air conditioning
- Water or gas
- Internet and Wi-Fi
- Cable television services
Many of these services are provided by third-party utility and service providers rather than directly by the university.
Does the university control restoration timelines?
No. Restoration of utilities and related services is performed by external service providers. Repairs and restoration can only begin when weather conditions, road access, and safety considerations allow utility crews to respond.
Should residents report outages or submit maintenance or computer tickets?
During campus-wide or building-wide outages, residents should not submit maintenance or IT tickets or contact staff for general outage notifications.
An outage may be considered campus-wide or building-wide if power or services are also unavailable in the hallway or common areas immediately outside the resident’s unit. Residents are not expected to check other floors or buildings.
Residents should submit a report only if:
- The issue is limited to their individual unit, or
- The issue continues after services are restored.
Why do outages sometimes take an extended time to resolve?
Restoration timelines depend on factors outside the university’s control, including:
- Regional infrastructure damage
- Availability of utility crews
- Safety conditions for workers
- Prioritization determined by service providers
The university will continue monitoring conditions with service providers and communicate verified updates as they become available.
Student Expectations and Personal Preparedness
What are residents expected to do during emergency events?
Residents are encouraged to maintain general emergency preparedness, particularly during advanced-warning events such as freezes, hurricanes, or severe weather. Preparedness expectations reflect real-world conditions students may experience both on and off campus.
Preparedness may include:
- Monitoring official university communications
- Maintaining appropriate clothing and personal supplies
- Keeping phones and electronic devices charged when possible
- Securing personal items within living spaces
- Maintaining a hydration and non-perishable food supply requiring little or no water,
refrigeration, or cooking. The examples below are provided for planning purposes only
and are not requirements.
- Bottled drinks: water, sports or electrolyte beverages, energy drinks, juice bottles or juice boxes
- Protein (ready-to-eat): tuna or chicken pouches, canned chili or soups (pop-top preferred), Vienna sausages, meat snacks or jerky, protein bars, shelf-stable protein shakes
- Staples and ready-to-eat foods: crackers, peanut butter or squeeze packs, granola or protein bars, bread, trail mix, dried fruit, snack packs, jerky or meat sticks, tuna or chicken pouches, applesauce or pudding cups, and shelf-stable muffins or snack cakes
- Comfort items: candy, cookies or snack cakes, gum, mints
- Helpful extras: plastic utensils, napkins or paper towels, wet wipes, trash bags, manual can opener, paper plates, resealable storage bags
Relocation Before or During Emergency Events
May students temporarily leave campus?
Yes. For advanced-warning events when travel is safe and permitted, students may choose to temporarily relocate with family or friends. This decision should be based on individual comfort level, personal circumstances, consultation with family members or trusted support individuals, travel safety considerations, and any active university directives.
What if a student cannot leave campus?
Residential Life staff remain available to assist students who must remain on campus with urgent residential concerns, including lockouts, noise issues, roommate or suitemate conflicts, and other time-sensitive matters.
Support may include communication, guidance, coordination with campus partners, and referrals to available resources as conditions allow.
What about unforeseen or rapidly developing events?
During unforeseen or rapidly developing emergencies, a student’s ability to leave campus may be temporarily restricted in the interest of safety.
Guidance regarding travel may include official directives, strong advisories, or urgent requests from university leadership and local or state authorities based on current conditions and travel risks. Residents are strongly encouraged to follow all safety advisories.
Accommodations and Crisis Response
Will accommodations or alternate resources be provided if a residence hall is not viable?
During emergency events, accommodations or support resources may be made available by the Crisis Response Team (CRT) based on the nature and scope of the incident. Available accommodations may vary and could include operational adjustments, temporary services, or designated facilities.
Specific details will be communicated through official ËÄÉ«AV communication channels by the Office of Marketing and Communications or the University Police Department.
Force Majeure and Contract Terms
What is a Force Majeure event?
A force majeure event includes, but is not limited to: severe weather, acts of God, hurricanes, fires, government shutdowns, mandatory evacuations, epidemics or pandemics, and any event beyond the university’s control.
How does Force Majeure affect housing operations?
Residential Life services, timelines, and operations may be adjusted during periods affected by force majeure events until the university determines it is safe to resume normal operations.
Are refunds issued during Force Majeure events?
In accordance with the housing contract, housing refunds are not issued when operations or third-party services are suspended or modified due to a force majeure event.
Temporary interruptions to facilities systems or services do not cancel, terminate, or modify a housing contract.
Is the university responsible for personal property loss or damage?
No. As stated in the housing contract, residents are strongly encouraged to obtain and maintain adequate personal property and health insurance, including renter’s insurance, at their own expense.
Residents should confirm coverage under a parent or guardian’s homeowner’s insurance policy or consider purchasing renter’s insurance.
The university is not responsible for loss or damage to personal property resulting from theft, fire, water, heat, utility interruption, force majeure events, or any other cause.
